A Proposal for the Biennial World Cup |

The reconciliation and joining project of North and South Korea proposed to Messrs Sep Blater and Kofi Anan , Head of FIFA and secretary General of the UN respectively , may still implemented taking into account the recent crises in the Korean Peninsula .
Also , the proposals made with regard to the changing of a few soccer regulations including making the World Cup games biannual and omission of the offside rule .

With

Referring the previous recommendations and in
view of establishing and strengthening international peace as one of
the main goals of the sport , we propose the followings:
Isn't it
the best opportunity for the World Cup Tournaments or for the Asian
Olympic to be held in the Korean Subcontinent for the union of the
North Korea and South Korea ?
How nice it is for all to witness
that the United Korea will hold the World Cup Tournament !
This
can be achieved through the efforts and the volition of the Korean
nation with the assistance of other nations.
Therefor , FIFA
should consult with the United Nations in this regard . I believe .
we can take necessary actions in two steps as follows :
1- The
U.S. forces shuold leave the regin ;
2- International Atomic
Energy Organization should have permission to inspect the atomic
centers of North Korea ;
The North Korea is requested to give its
atomic weapons to the United Nations to make this action a model for
other atomic powers .
This will be a plan for all government to
disarm the atomic weapons in the world . In this way , football as a
favorite and popular sport will englighten the way to peace .
(
There should be held a joint meeting of all parliamentary
represetatives of the South Korea and North Korea to declare public
amnesty to stop prosecution.)

Proposals for making football
more attractive and fascinating:
1-Football World Cup
to be held biennially.
A huge number of fans of World Cup and the
existence of great aptitudes for Football throughout the world
provid apportunity for holding the Football World Cup games biennial
. Today there are more proper facilities and communications to have
more World Cups . We witness that there are numerous countries to
host the World Cups . We should not miss these opportunities. The
first time priority is the year 2000 as the end of the 20th century
and start of the 3rd millennium . This will creat a speacial
attraction for all . The first local priority is Japan . It seems
that there will be some problems for Japan and South Korea to act as
joint hosts for the 2002 World Cup . The main aspect for a host is
the final football ceremony and opening ceremony, which cannot be
held in both countries . In view of the preliminary preparedness and
a strong management , Japan can act as a host for the Football World
Cup 2000 . South Korea alone can be a host for the World Cup in 2002
or vice-versa . The only incovenience might be the insufficiency of
time for preparatory games up to the year 2000 . This obstacle, with
regard to the share of each continent in the World Cup can be
crossed by selecting the best teams amongst the participants in the
continental cup tournaments . As an alternative, one of the
countries in which World Cup have recently been held ( such as italy, U.S.A or even France ) can act as a host for the 2000 World
Cup , since such countries are equipped with update technical
facilities . on the other hand , this can be a tentative for the
performance of the biennal World Cup. Football can be an
international festival for its popularity . We can hold it with a
firm decision. This can be a practice for us to have more
spectators. We can insist on TV broadcasting . We have 500,000
minutes for TV broadcasting .

2- Off-Side Rule .
We propose that this rule be
eliminatd because it decreases 20-40% of football attraction . You
may tell that this rule will prevent the opportunistic goals . You
are right . But , firstly this will be the same for both teams .
Secondly , the spectators are interested in these accidental goals .
Thirdly , the execution of the Off-Side Rule is a problem which
should be fairly settled for both teams .

The number of referees be increased in seven
.
There should be one middle referee and one linesman half of the
playing field . A reserve referee should keep the time. There should
be a display panel to show time to the spectators . To avoid any
visual mistake by referee and to distinguish the referees from the
players , they should wear caps on their heads .

4- The coach should be allowed to substitute all
of the eleven players . In this way , coach is able to arrange and
maneuver better the performance of players . In addition , players
can play with more responsibility and encouragement . Moreover ,
players can be tested more in practice . Each team should be
permitted to have II substitutes in each match .

5-
Some alteration in the upright goalpost should
be equal to or more than that to the ball so that the balls bounce
back to the playing field in the same angle as that of the impact on
the upright goalpost . Thus , the ball will not deviate to the
outside of the playing field or to the goal for an accidental goal .
the upright goalpost should be made of corrugated hard glass with a
built-in LASER camera so that the fulfillment of a goal be indicated throygh light or sound when a half of the ball passes a half of the
diameter of the goal post .

A brand new idea for holding championship cup competition for the selection of the best and strongest football team of the year world-wide.
Dear Sir/Madam
A- Soccer competitions are held in different countries each year world-wide such as European, American,
Asian, African Champions Leagues, World Cup and others.
Our idea is to hold a tournament to make an opportunity so that champion teams play each other and the best and strongest football team of the year is recognized.
B- Since different soccer cup competitions are held in different continents each year and in view that the
participating champion teams in cup competitions are different from those in the previous year, this
variety makes the tournament more attractive (a combination of national and club teams).
C- In order to recognize the champion team of the cup competition, participating champion teams would
better play each other in round-robin format so that all teams (eg. Seven teams) play each other and
their performance will appropriately be assessed at the end of the tournament.
D- The outset of summer of each year will be the best time for holding this tournament because the
champion teams of different leagues are recognized and they are off duty from their national league for
two months.
E- I request you to keep legal rights and advantage of this cup or tournament for me.

1. Champions of 2007-2008 Season
The champions of national leagues in Europe; Winners of national FA Cup in Europe; Champions of American countries; Champion of Asian leagues; Champion of African leagues; Winners of European Champions League; Champion of African Club Championship and Winners of the previous edition of the Peace Cup.
2. Champions of 2008-2009
The champions of national leagues in Europe; Champion of UEFA Cup; Champions of American countries; Champion of Asian leagues; Champion of African leagues; Winners of European Champions League; Champion of African Club Championship and Winners of the previous edition of the Peace Cup.
3.Champion of 2009-2010
The champions of national leagues in Europe; Champion of UEFA Cup; Champions of American countries; Champion of Asian leagues; Champion of African leagues; Winners of European Champions League; Champion of African Club Championship;and Winners of the previous edition of the Peace Cup; Winners of 2010 World Cup; All Champions continental copetitions of Europe, Asia, Americas and Africa in 2007-2008 and 2008-2009 seasons as well as the previous winners of the Peace Cup.
4. Champions of 2010-2011
The champions of national leagues in Europe; Champion of UEFA Cup; Champions of American countries; Champion of Asian leagues; Champion of African leagues; Winners of European Champions League; Champion of African Club Championship and Winners of the previous edition of the Peace Cup.
So there will be a large number of participants in the years when the Soccer World Club Championship Cup is held. Since all teams face each other in a round-robin format championship, the real world champion can be introduced. On the other hand there will be no necessity to hold the current format of the World Soccer Club Championship which is held in Japan.Oceanea continent will join the Asian confederation tournaments.

پيشنهادمنحصر بفرد برگزاري جام قهرماني بهترين،برترین و قويترين تيم فوتبال سال جهان
با سلام و آرزوي توفيق
الف- هر ساله مسابقات فوتبال در سراسر جهان برگزار مي شود مثل جام باشگاهها و ملتهاي اروپا-آمريكاـ آسياـ آفريقا- جام جهاني و غيره .....ما پيشنهاد داشتيم كه ساليانه پس از اين مسابقات تورنمنتي برگزار كنيم و تيم هائي كه به مقام قهرماني رسيده اند با هم ديدارهائي را انجام دهند تا بهترين و قويترين فوتبال سال شناخته شود
ب- با توجه به اينكه هر سال جام هاي متفاوتي در قاره هاي مختلف برگزار مي شود و تيم هاي قهرمان كه به اين جام راه پيدا مي كند متناسب با سال برگزاري متفاوت است ، اين تنوع باعث جذابتر شدن اين تورنمنت مي باشد.(ترکیبی از تیمهای ملی و باشگاهی ) ج- براي بهتر مشخص شدن قهرمان اين جام ، تيم هاي قهرمان شركت كننده بايد به شكل دوره اي با هم ديدار كنند تا در پايان تورنمنت همه ( مثلاً ) 7 تيم حاضر با هم بازي انجام داده باشند و به نحو اَحسن محك خورده باشند . د- بهترين زمان برگزاري اين تورنمنت ، اوايل تابستان هر سال مي باشد كه قهرمانان جام هاي مختلف شناخته شده و تعطيلي دو ماهه اي هم در فوتبال حاكم مي باشد. ه- تقاضا دارم استفاده حقوقي و امتياز برگزاري اين جام يا تورنمنت براي بنده كه پيشنهاد دهنده آن مي باشم محفوظ بماند.****************************

پیشنهادهائی که به فیفا ارائه شده
اشاره:
مطالبی را که در ذیل مشاهده می نمائید طرحهائی است که در دو نوبت به فیفا ارسال شده یک مورد آن دو سالی کردن جام جهانی است که در اواخر آبان هفتاد و هفت فاکس شده و حدوداً دو ماه بعد یعنی اواسط دیماه رئیس فیفا آقای((سپ بلاتر)) به بیان آن پرداختند و طرح آخر هم اوائل بهمن هفتاد و هفت برای فیفا فاکس شد و رونوشت آن برای دفتر سازمان ملل و سفارتخانه های کره ارسال شده است. برای اطلاع کارشناسان محترم و خوانندگان و علاقمندان گرامی ترجمه طرحهای ارائه شده در ذیل می آید.بنام خداوند بخشنده و مهربان

پیشنهاداتی داشتم در جهت هر چه جذابتر کردن فوتبال و تغییر و تحویل و تنوع اساسی در این رشته فرا ورزشی
1- جام جهانی فوتبال هر دو سال یکبار برگزار شود: وجود دوستداران فراوان جام جهانی و در انتظار ماندن چهار سال برای این مسابقات و وجود استعدادهای فوتبالیست در جهان بطور پراکنده این فرصت را بیشتر زودتر (دو ساله) فراهم میآورد. شرایط امروزی امکانات و ارتباطات بسیار مناسبتر از نیم قرن قبل می باشد که این امکان را فراهم می آورد تا جام جهانی بیشتری داشته باشیم وقتی کشورهای متعددی خواستار میزبانی جام هستند چرا فرصتها را افزایش ندهیم. بهترین اولویت زمانی برای این امر سال 2000 است یعنی پایان قرن بیستم و آغاز هزارۀ سوم هر چند که پیش بینی نشده بود امّا تنوع و جذابیت خاصی دارد که [استثناء] در این سال جام جهانی فوتبال داشته باشیم. اولویت مکانی در درجۀ اول ژاپن می تواند باشد چرا که اخیراً احساس شده میزبانی مشترک این کشور و کره جنوبی در سال 2002 با مشکلاتی مواجه است و اساساً وجه اصلی میزبانی، فینال و مراسم افتتاحیه و اختتامیه می باشد که نمی توان در دو کشور برگزار کرد بنابراین با توجه به آمادگی مقدماتی و مدیریت قوی در ژاپن ،این کشور میزبان جام جهانی فوتبال در سال 2000 شود و کره جنوبی هم سال 2002 به تنهائی میزبان جام باشد یا بالعکس .... تنها اشکالی که می توان وارد دانست عدم وقت کافی برای انجام مسابقات مقدماتی تا سال 2000 است که می توان با توجه به سهم هر قاره در جام جهانی ، تیم های برتر در جام ملتهای قاره ها باشند.
[در ادامه اولین طرح، پیشنهاد می شود: یکی از کشورهائی که اخیراً جام جهانی را برگزار کرده اند (ایتالیا، آمریکا و یا حتی فرانسه) جام را در سال 2000 برگزار کنند زیرا زمینه فنی آن موجود می باشد و امکاناتشان نیز به روز است و یک آزمایشی است برای دو سالی کردن جام و بواسطه مردمی بودن فوتبال می تواند مظهر یک جشن بین المللی باشد برای ورود به هزارۀ سوم- اگر مصصم باشیم می توانیم برگزار کنیم تا تمرینی باشد برای داشتن تماشاچی غیر حضوری ، یعنی روی پخش تلویزیونی آن تکیه شودو از نظر وقت توجه داشته باشیم که بیش از نیم میلیون دقیقه فرصت داریم]
2- قانون آفساید از قوانین فوتبال حذف شود: آفساید 20% تا 40% جذابیت فوتبال را کاسته است و باید حذف شود در جواب بیان می شود که این قانون به خاطر آنست که گلهای فرصت طلبانه را مانع شود اولاً این فرصت برای هر دو تیم هست.
دوماً تماشاگران به این گلهای ناگهانی علاقه دارند. سوماً اجرای تعریف قانون آفساید با مشکل مواجه است و موجب بی عدالتی برای برخی از تیمها می شود و حذف آفساید می تواند فوتبال را بیشتر سرعتی کند.
3- داوران هر بازی به هفت نفر افزایش یابد: به این صورت که هر نیمه زمین یک داور وسط و دو خط نگهدار داشته باشد و داور ذخیره هم وقت را کنترل کند و با تابلوی نمایشگر وقت اصلی در دید تماشاگران باشد و برای اینکه نور در دید داوران خطا ایجاد نکند و داوران از بازیکنان بهتر متمایز باشند داوران کلاه نقابدار به سرکنند.
4- هر تیم دریک بازی مجاز باشد یازده تعویض عادی داشته باشد: به این ترتیب که مربی اجازه داشته باشد در طول یک بازی از تمام یازده بازیکن ذخیره استفاده کند که در نتیجه مربی قدرت مانور بسیار پیدا می کند تا برنامه های خود را اجرا کند و بازیکنان چه داخل بازی و چه ذخیرها با مسئولیت و جسارت بیشتری عمل می کنند و اغلب بازیکنان را می توان در تمام بازیها محک زد.
5- در تیرک دروازهها تغییراتی داده شود: قطر تیرک دروازهها برابر قطر توپ یا بیشتر از آن شود تا توپهائی که به تیرک برخورد می کنند از همان زوایۀ برخورد تقریباً مجدداً به داخل زمین برگردد و به بیرون زمین یا داخل دروازه منحرف (کمانه) نشود و گلهای اتفاقی پدید نیاید. جنس تیرکها هم از شیشه سخت آج دارد ساخته شود و طوری طراحی شود که داخل آن دوربین و لیزر (چشم الکترونیکی ) نصب شود. تا وقتی توپ از نیمه قطر تیرک گذشت و بوسیلۀ نور یا صدا به ثمر رسیدن گل اعلام شود.

طرح صلح اتحاد دو کره (دیپلماسی ورزش)
به فدراسیون بین المللی فوتبال-فیفا
پیرو پیشنهادات قبلی و در راستای یکی از اهداف اصلی ورزش که ایجاد و تقویت صلح و مودت بین ملل می باشد طرحی داشتم به شرح ذیل:
آیا برگزاری جام جهانی در شبه جزیرۀ کره بهترین فرصت و بهانه برای اتحاد دو کره جنوبی و شمالی نیست. و چه زیباست که شاهد باشیم کرۀ متحد برگزارکنندۀ جام جهانی است این مهم با همت و ارادۀ ملت کره و کمک دیگر ملل بسیار آسان می تواند باشد و جشنی شادی بخش رابه ارمغان میآورد و به همین جهت فیفا باید در یک اقدام بی سابقه و مردمی و هماهنگ با سازمان ملل رایزنی هائی را انجام دهد به نظر بنده با دوقدم اصلی و همزمان می توان نقطه شروع را معلوم کرد.
1- اول اینکه نیروهای آمریکائی از منطقه خارج شوند.
2- دوم اینکه کرۀ شمالی اجازه بازرسی مراکز اتمی خود را به سازمان بین المللی انرژی اتمی بدهد و سلاحهای اتمی احتمالی را در اختیار سازمان ملل قرار دهد تا الگوئی نیز باشد برای دیگر قدرتهای اتمی که بطوری داوطلبانه اقدام کنند برای خلع سلاح اتمی در جهان تا بخشی از فواید اصلی ورزش نمایان شود و از این محبوبیت جهانی فوتبال به نحو احسن استفاده شود.
البته باید نشست مشترک نمایندگانی پارلمانی و مقالات دو کره و اعلام عفو عمومی و عدم تعقیب و مجازات افراد بعد از اتحاد کره را به مقدمۀ فوق اضافه کرد .
